A private drug investigator, a licensed private investigator, cannot undertake buy/bust operations. They can observe, record evidence, and report. This is private investigator surveillance. The evidence may be gathered for work performance information, as part of a child custody or child access action, because of the concerns of relatives, as part of a WorkCover investigation, or for various other reasons.

Whilst one form of activity is suspected, there are times when observation shows another form of activity is actually occurring. We cannot create evidence, we simply record what is presented. Sometimes the drug exchange contact is very brief. It can be simply approaching a car in a shopping centre carpark, leaning in, and exchange of money for a bag of drugs, and moving away, over in seconds. We do not 'examine' the drugs, and provide a certificate, as the Police do, which may be necessary for court purposes. What may have to happen, in some cases, is we investigate, and are able to provide sufficient information, to generate a Police investigation (possibly a warrant execution), which will include the forensic examination of drugs (issue of a certificate, signed by a scientist), and the presentation of evidence related to the using, or dealing, in illegal substances, and an appearance in court. This provides evidence of risk, or activity.
Allegations that a place is a 'crack house', that someone is dealing 'speed', using methamphetamines, is an 'ice' addict, requires the gathering of 'hard' evidence, that someone is operating a marijuana hothouse, and stealing electricity to run it (which is also dumb), requires evidence. That evidence may initially come from our investigations. In some cases it may require more than one operator at a time, which can get expensive, because observing, and following away to establish links, can create too much movement.
